a minister in the Methodist Episcopal Church South, was born in Mathews County, Va., Sept. 10, 1786. He experienced conversion at the age of nineteen; received license to preach in 1812; and in 1837 entered the Virginia Conference. Both in the local ministry and in the itinerant ranks he abounded with earnest labor and abundant success. Age and infirmity finally compelled him to retire from active service, and he spent several years as a superannuate prior to his death, which occurred May 20, 1871. Mr. Billups had only the advantages of a rudimentary education, yet by persistent personal application he attained considerable excellence as a well-read preacher.
